Shares in Per.Capita will be made publicly available. As a shareholder, your vote will dictate how Per.Capita votes on the council. Yusra, your council representative, will vote each issue in the council based on the majority will of Per.Capita's shareholders.

The player behind Yusra; Olly Wright, has extensive previous MMO developer-gamer representative experience: as a former team-lead in Dark Age of Camelot (Mythic / EA), and online gamer community manager.
Per.Capita is also a business. Any individual will be be able to pay to bring an issue to the corporation. The shareholders will vote to decide whether to raise the issue with the council, and if accepted, how Per.Capita will vote.
How do you profit as a shareholder? ISK paid to bring an issue to the vote will be dividended back to shareholders. Also, income from the creation and sale of new shares will be dividended. Democracy wins, and so do you.
